Terms of Service

By creating an account, accessing, or using the Ugnay.ph website and progressive web application (collectively, the "Platform"), you agree to these Terms of Service ("Terms"). If you do not agree, do not use the Platform.

1. Definitions

  • "User": any person who accesses or uses the Platform, whether or not they have an account.
  • "Contributor": a registered user who submits, reports on, or reviews emergency hotline data.
  • "Directory": the searchable collection of emergency hotline listings on the Platform.
  • "Content": hotline data, reports, reviews, and other information submitted by users.

2. Platform Role: Directory Only

Ugnay.ph is a community-powered emergency hotline directory. We help people find the right phone number during emergencies.

Important:

  • We do not provide emergency services directly.
  • We do not guarantee the accuracy, availability, or responsiveness of any hotline listed in the Directory.
  • The Platform is not a substitute for calling 911 or your local emergency number. In a life-threatening emergency, always call 911 first.
  • Hotline data is community-sourced and may be outdated, incorrect, or incomplete. Verify independently when possible.

3. Eligibility and Account Registration

You must be able to enter into a binding agreement under applicable law (generally, 18 years old or older) to create an account.

You agree to:

  • Provide accurate, current information and keep it updated.
  • Maintain the confidentiality of your account credentials.
  • Accept responsibility for all activities under your account.
  • Not share your account or misrepresent your identity.

Browsing the Directory does not require an account. Contributing hotline data, reporting inaccuracies, and saving bookmarks require registration.

4. User Responsibilities

You agree to:

  • Use the Directory in good faith and for its intended purpose (finding emergency contact information).
  • Submit only accurate and truthful hotline information when contributing.
  • Report hotline data that you believe is incorrect, out of service, or misleading.
  • Follow community guidelines and respect other users.

5. Community Contributions

Contributions are voluntary. All submitted hotline data is reviewed by moderators before publication in the Directory. We may:

  • Approve, edit, or reject contributions at our discretion.
  • Remove published hotline data that is found to be inaccurate, outdated, or inappropriate.
  • Attribute contributions with trust indicators (e.g., LGU-verified, community-submitted, scraped) to help users assess reliability.

6. User Content and License

By submitting Content to the Platform, you represent that the information is accurate to the best of your knowledge and does not infringe third-party rights.

You grant Ugnay.ph a worldwide, non-exclusive, royalty-free, sublicensable license to host, store, reproduce, modify (for formatting and verification), display, distribute, and use such Content to operate and improve the Directory.

7. Prohibited Conduct

You agree not to:

  • Submit false, misleading, or fabricated hotline information.
  • Engage in fraud, harassment, abuse, or discriminatory conduct.
  • Post illegal, obscene, or infringing content.
  • Interfere with Platform security or attempt unauthorized access.
  • Scrape, reverse engineer, or misuse the Platform.
  • Use the Platform for commercial solicitation or spam.

8. Moderation and Enforcement

We may, in our discretion and without liability:

  • Remove or restrict Content or contributions.
  • Suspend or terminate accounts for policy violations, abuse, or submission of false data.
  • Dismiss reports or contributions that do not meet our standards.

Where feasible, we may provide notice, but we are not obligated to do so in urgent cases (e.g., safety, fraud, legal compliance).

9. Accuracy Disclaimer

The Directory contains community-sourced information. While we strive for accuracy through moderation and verification:

  • Hotline numbers may be outdated, disconnected, or reassigned.
  • Operating hours and availability may change without notice.
  • Geographic coverage and jurisdiction may be inaccurate.

In a life-threatening emergency, always call 911 first. Do not rely solely on this Directory. Verify critical information independently when possible.

10. Third-Party Services and Links

The Platform may contain links to third-party sites or services. We are not responsible for third-party content, policies, or services. Calling a hotline number connects you to an independent organization — we have no control over their response or service quality.

11. Disclaimers

To the maximum extent permitted by law:

  • The Platform is provided on an "as is" and "as available" basis.
  • We disclaim warranties of merchantability, fitness for a particular purpose, and non-infringement.
  • We do not warrant that hotline listings are accurate, complete, current, or that the numbers listed will be answered.

12. Limitation of Liability

To the maximum extent permitted by Philippine law, Ugnay.ph and its operators will not be liable for:

  • Any reliance on Directory data, including inaccurate or outdated hotline information.
  • Failure of listed organizations to answer or respond to calls.
  • Indirect, consequential, incidental, or punitive damages.
  • Actions or omissions of third-party organizations listed in the Directory.

Ugnay.ph is provided as a free public utility. Our total liability for any claim arising out of or relating to the Platform will not exceed the amounts paid to us (if any), unless prohibited by law.

13. Indemnity

You agree to indemnify and hold harmless Ugnay.ph and its operators, officers, and agents from claims arising out of:

  • Your use of the Platform.
  • Content you submit.
  • Your violation of these Terms.
  • Your reliance on hotline information from the Directory.

14. Changes to These Terms

We may update these Terms by posting a revised version with a new effective date. Continued use of the Platform after changes means you accept the updated Terms.

15. Governing Law

These Terms are governed by the laws of the Republic of the Philippines, including the Data Privacy Act of 2012 (RA 10173), without regard to conflict-of-law principles.
